The Digital Economy Partnership Agreement(DEPA)creatively puts forward the module of'Innovation and Digital Economy',which requires free and open sharing of government data,which is in line with the concept of development and utilisation of government data in China.On the basis of this concept,there are problems such as inconsistency in government data opening standards,unclear rights and obligations of all parties involved in government data opening and sharing,and loopholes in the security mechanism of government data opening and sharing.How to construct a mechanism for government data opening and sharing under the DEPA framework requires us to objectively examine the current situation of government data opening and sharing in China in order to find out the causes of the problems.The legislative model of'central-local interaction',the practical exploration model of authorised operation,and the security response strategy that is not in line with DEPA have led to the aforementioned problems.In view of this,the open government data sharing mechanism under the DEPA framework will be constructed from the three major perspectives of improving the government data open sharing catalogue,optimising the government data licensing agreement and making reasonable use of the"legitimate public policy objectives"clause.
