摘要
为应对全球网络空间治理难题与治理体系变革的现实需要,中国国家主席习近平于2015年提出构建网络空间命运共同体倡议,并逐渐形成完整的理论体系.中国与东盟在信息基础设施互联互通、数字经济合作、网络安全合作等方面已取得良好成效,双方共建网络空间命运共同体具备现实基底,但仍面临数字鸿沟、数字治理规则标准碎片化、网络安全威胁加剧、东盟对华战略疑虑等挑战.展望未来,中国与东盟应从区域、次区域、双边多个层面形成合力,加快数字基础设施互联互通、深化数字经济合作、增进网络文化交流与文明互鉴、建立相互协调的互联网治理合作体系、加强网络安全合作,共建和平、安全、开放、合作、有序的网络空间.
Abstract
In order to deal with the problems of global cyberspace governance and the practical needs of governance system reform,Chinese President Xi Jinping proposed the initiative of building a community with a shared future in cyberspace in 2015,and gradually formed a complete theoretical sys-tem.China and ASEAN have achieved good results in information infrastructure interconnection,digital economic cooperation,and cyber security cooperation,etc.,there is a realistic foundation for the two sides to jointly build a community with a shared future in cyberspace,but still faces challenges such as the digital divide,fragmentation of digital governance rules and standards,intensifying cyber security threats,and ASEAN's strategic doubts about China.Looking forward to the future,China and ASEAN should form synergy at regional,sub-regional and bilateral levels,accelerate digital infrastructure interconnec-tion,deepen digital economic cooperation,enhance cyber cultural exchanges and mutual learning among civilizations,establish a coordinated Internet governance cooperation system,strengthen cyber security co-operation,work together to build a peaceful,secure,open,cooperative,and orderly cyberspace.
