The Concept of Marine Scientific Research in the Context of International Law
Although many delegations during the Third United Nations Conference on the Law of the Sea were aware of the importance of defining the concept of'marine scientific research'and participated in the discussions on the proposal for the concept of'marine scientific research',The United Nations Convention on the Law of the Sea ultimately did not provide a precise definition of'marine scientific re-search'.However,the United Nations Convention on the Law of the Sea ultimately did not provide a pre-cise definition of'marine scientific research'.It is true that the concept of'marine scientific research'has the attributes of both natural and social sciences.The attributes of the natural sciences give the term'marine scientific research'its basic meaning.The attributes of the social sciences are such that'marine scientific research'should be understood not only in terms of the provisions of the treaty and its interpre-tation,but also in terms of the meaning of concepts such as data collection,military surveying,hydrogra-phic surveying and marine exploration and exploitation,which are similar to it;and,on this basis,it should be defined as follows(b)Define,on that basis,the meaning and scope of'marine scientific re-search'.
