摘要

我国南海诸岛主权自20世纪以来持续面临复杂外部挑战,中国政府和中国人民也由此开启了维护南海主权和权益的斗争历程.在此过程中,海南渔民始终坚持通过持续性渔业生产活动维系主权存在.历经百年演进,海南渔民主权维护实践呈现出清晰的阶段性演进特征:从早期的个体自发应对,到中期的群体性自卫联防,最终发展为军警民协同的常态化维权模式.这一历程不仅展现了海南渔民从传统生产者向海疆治理参与者的角色转型,更揭示了民间力量融入国家海洋治理体系的历史逻辑.在当前加快建设海洋强国的战略背景下,系统总结此类历史经验,对完善军警民联防机制、彰显民间维权价值、推进海洋治理现代化具有重要现实意义.

Abstract

Since the 20th century,China's sovereignty over the South China Sea islands has contin-uously faced complex external challenges.In response,the Chinese government and people have launched efforts on a journey to safeguard the sovereignty and maritime rights in the South China Sea.Throughout this process,Hainan fishermen have consistently maintained their sovereignty presence through continuous fishing activities.Over the past century,their practice of sovereignty protection has evolved though three distinct phases:from individual spontaneous responses in the early stage,to collective self-defense and joint defense in the middle stage,and finally developing into a regularized rights defense model involving the military,police,and civilians.This process not only demonstrates the transformation of Hainan fisher-men from traditional producers to participants in maritime governance,but also reveals the historical logic of the integration of civil forces into the national maritime governance system.Against the current strategic backdrop of accelerating the construction of a maritime power,systematically summarizing such historical experiences is of significant practical importance for improving the joint defense mechanism involving the military,police,and civilians,highlighting the value of right-safeguarding,and promoting the moderniza-tion of maritime governance.
