Constructing Classification and Grading System of Energy Data in Evolution of Ecological Civilization
Based on the hierarchy of value and risk management theory,the classification and grading system of energy data is aimed to scientifically categorize and rate energy data to the purpose of establishing corresponding protection and circulation rules for different types and levels of ener-gy data.It serves as a pivotal system in balancing the security and circulation utilization of en-ergy data.Within this system,classification is based on the standard of"attributes",compre-hensively considering such factors as governance objectives,protection requirements,and the groundwork for classification.Energy data is put into three main types:personal,corporate,and public.Building upon this base,the grading is determined by the standard of"conse-quences",resulting in a specific grading system for these three types of energy data.Personal energy data is further classified as the ones of general and sensitive levels,and corporate energy data as those of four levels,while public energy data being as those of five different levels.The establishment of this system not only helps ensure the security of energy data but also promotes data circulation and application,thus enhancing the efficiency and feasibility of energy data management.It is of paramount significance for safeguarding national energy security and ad-vancing ecological civilization development.
