From Content Supervision to Ecological Regulation:Reshaping Platform Obligation of Net-work Violence Information Governance
Online violence information in digital age presents,in a gray area between legality and ille-gality,a new characteristic of"violence is justified",which is emotionally accepted by a mas-sive number of internet users.It is difficult to distinguish online violence information from daily expressions of netizens.And due to this,if excessive emphasis is put on the role of gatekeeping played by any platform in its obligation of governing online violence information,demanding ex-panded regulatory scope and intensified intervention measures,it could significantly go beyond freedom of speech in the online space,increase content compliance costs for platforms,and spur resistance from netizens against a platform's prerogative of this kind.A new role for any platform to play towards ecological governance,which is aimed at changing the social media en-vironment,where"violence is justified",avoiding the binary opposition between content regu-lation and freedom of speech,limiting the platform's governance responsibility and compliance costs to environmental risks,releasing a platform's potential for public governance in shaping rational social interaction and encouraging high-quality content creation.According to the meaning of the obligations in ecological governance,a platform needs to identify high-risk sce-narios that induce netizens to release online violence information in the pre-warning stage,re-verse the excessive impact of online violence information on netizens in the handling stage,and shield the situational factors of"rationalization"of online violence information and victims con-trol in the victim protection stage.
