"条线工作升格"与多部门行动逻辑的重构——基于健康融入所有政策的案例分析

近年来,我国国家治理中一些政府条线上的工作目标升格为超越条线本身的多部门工作目标,乃至成为全局性的工作目标,这在维稳、环保、扶贫、健康、粮食安全等领域都有体现.在"健康融入所有政策"案例中,"条线工作升格"的合法性在于条线工作日益凸显的重要性、紧迫性和复杂性,三者共同构成各级治理权威分配注意力并进行系统治理的结构动因.条线工作升格后的目标实现过程取决于其权威性和持续性等关键因素,常常伴随着顶层设计、高位推动以及纳入公共服务等政策工具的使用.此外,基层认知、执行和治理的基础也构成升格后条线工作能否达到预期成效的重要条件.条线工作升格及其隐含的融入常规治理的难题,以及权威分割、弱化基层治理能力、强化对基层的过程管理等非预期性可能后果,值得密切关注和深入研究.
Making Vertical Management Streamlined in Work and Reconstructing Logic of Multiple-De-partment Action:A Case Analysis Based on"Integrating the Issue of Health into All Poli-cies"
In recent years,there has been a growing common phenomenon in national governance of China,i.e.the work goals of some government departments have been upgraded so that they are vertically streamlined or even of overall significance,and this tendency is clearly seen in such fields as maintenance of social stability,environmental protection,poverty alleviation,health and food security.With a case analysis based on"integrating the issue of health into all policies",this article finds the reason for"making vertical management streamlined in work"lies in the necessity,urgency and complexity increasingly felt in problem solving in trans-sector and trans-department work.The three characteristics felt in work together constitute the struc-tural motivation for arrangement of work focus and overall management by authorities at all lev-els of governance.Goal achieving after making vertical management streamlined in work de-pends on such key factors as its authority and sustainability,often accompanied by the use of policy tools,like top-level design,top-level promotion,and integration into public services.In addition,the foundation of grassroots understanding,execution,and governance also consti-tutes an important condition for whether the upgraded department work can achieve the expected results.The challenges for upgrading department work and its implicit integration into conven-tional governance,as well as possible unexpected consequences,such as authority segmenta-tion,weakening grassroots governance capabilities,and strengthening process management at the grassroots level,are worthy of close attention and in-depth research.
