The reform of collective forest rights has entered the digital era,and transparent management based on digital transformation will provide new momentum for improving the efficiency of collective forest rights transfer.According to the connotation definition of transparent management,the application scenarios in the transfer of collective forest rights are clarified.Based on the core demands and key links of comprehensively deepening the reform of the collective forest rights system,a transparent management scheme for the entire process of transferring collective forest rights is proposed from three dimensions:the transparency of confirming the transfer of collective forest rights,the transparency of the transfer procedure,and the transparency of transfer supervision.The future digital scenario application of collective forest rights transfer is analyzed and forecasted.
