Grassland ecological governance and effective supervision are not only related to the process of ecological civilization construction,but also an important guarantee of the promotion of rural revitalization and common prosperity in ethnic areas.Grassland ecological governance is not simply a system of regulations,but a practical"text"written on the grassland.Therefore,the governance model and its characteristics in the process of practice should be explored based on empirical analysis.Analyzing the grassland ecological governance measures from the perspective of the interconstruction of system and subject,it can be found that there are two governance models:regularisation and mobilisation.These two different styles of governance assign different institutional roles to the state,local governments and herdsmen,thus influencing the localized implementation of governance measures.The game between institutional roles has also profoundly affected the process of grassland ecological governance,resulting in the dilemma of"governance by absence in the space of presence"in governance practice.In order to break through the current governance dilemma,it is necessary to integrate multiple governance resources,including the rule of law,self-governance and moral governance,in order to build a system of grassland ecological governance featuring collaboration and sharing.
