Local government governance is an important part of the national governance system and plays an important role in promoting green and low-carbon urban development.Based on the panel data of 240 cities in China from 2010 to 2020,this paper measured the governance capacity and carbon emissions of local governments in China,and then used the fixed effect model to empirically analyze the impact of local government governance capacity on carbon emissions,and analyzed the impact mechanism and heterogeneity.The research finds that:firstly,the governance capacity of local governments has a significant inhibitory effect on carbon emissions.Secondly,the governance capacity of local governments suppresses carbon emissions by improving the level of environmental regulation and reducing government expenditures.Thirdly,the impact of local government governance capacity on urban carbon emissions will be significantly different due to different urban locations,administrative levels and resource endowments.The central and western regions,resource-based cities and prefecture-level cities can better leverage the effect of improving the governance capacity of local governments to promote carbon emission reduction.Finally,based on the empirical analysis results,relevant policy recommendations are put forward.
