Behavioral Transformation Logic of Rural Governance Participation Driven by Farmers'Digital Literacy
In the process of digital transformation of rural governance,digital literacy is the foundation that in-fluences farmers'participation in digital governance,which is related to the construction of rural governance system of co-construction,co-governance and sharing.Based on the KAP theory,the analytical framework of"Digital Literacy-Application Context-Behavioral Change-Deep Logic"is constructed to comprehensively ana-lyze the role of digital literacy in driving the behavioral change of farmers'participation.The study concludes that:digital literacy plays a driving role in the three dimensions of foundation,application and value layers;farmers carry out digital participation in four scenarios,namely,government services,intelligent Party build-ing,democratic supervision and intelligent emergency response;digital participation behavior follows three dy-namic transformation processes,namely,"passive participation","dynamic participation"and"reflective participation",and the whole process obeys the logic of the behavioral transformation of"digital knowledge-digital identity-digital participation".It is necessary to continuously optimize farmers'participation in rural digital governance through such paths as classified cultivation of farmers'digital literacy and resource restruc-turing,public demand-oriented and appropriate incentives,public regulation and precise implementation.
