The Current Situation,Problems and Optimization Path of Public Old-age Service System from the County Perspective
To actively respond to the aging population,China is gradually promoting the construction of a rural three-tier old-age service system.Based on the survey of the current situation of 9 counties in 3 provinces in central and western China,it is concluded that in the process of the construction of the three-level service sys-tem for the elderly in counties,towns and villages,there are problems such as emphasis on urban concepts with neglect on rural elements,emphasis on supply side with neglect on demand-side,emphasis on institution building with neglect on management,emphasis on indexing with neglect on localization.It is proposed to based on the financial situation of counties in the central and western regions and meeting the differentiated needs of different elderly care groups,give county-level government policy space,correctly position the func-tions and roles of counties,towns and villages,fully understand the advantages of rural elderly care,mobilize social forces to participate,and build a three-level linkage organization form for county-level old-age care,so as to promote the development of the three-level old-age care service system in counties,towns and villages,and improve the supply quality and level of rural old-age care services.
