In the context of intensified global competition,driven by technical efficiency and economic ration-ality,the innovation of management and business model is achieved by digital intelligence technology.While reducing transaction costs and improving matching efficiency,economic sharing,market segmentation and in-novation and entrepreneurship are realized,presenting a new form of labor market with more diversified and flexible employment choices and modes.The new employment form contains multiple meanings of develop-ment,risk and civilization,and reflects the logics of humanism and efficiency,economy and industry,innova-tion and collaborative governance,and integration of mobility and stability.At present,the new employment groups show the characteristics of relatively high proportion of young people and floating population,generally improved education level,unstable and obvious differences in income,insufficient social protection and lack of endogenous development ability.The scale of new employment forms in the future will continue to expand,the quality will continue to improve,and the trend of differentiation will also become increasingly apparent.At the same time,it is faced with many challenges such as greater difficulty in technical governance,urgent inte-gration of different governance subjects,and decoupling of cultural concepts from reality.Therefore,it is nec-essary to support and regulate the development of new employment forms,strengthen policy coordination and collaborative governance of different natures,implement targeted policies to accurately serve the new employ-ment form group,and continuously improve the human capital of the new employment form group from a full cycle perspective.
