农村市场化养老服务主体的在地化实践——基于福建Y机构的调研

摘要
市场化养老服务体系的建构对于健全农村养老服务体系具有重要意义.但市场化养老服务主体在现实发展中面临一系列困难,包括合法性缺失下的信任危机以及收支去平衡下的经营危机.既有研究忽视了市场化主体的优势、基层社会的市场特点对市场化主体的影响以及市场化主体落地过程中多元主体的互动关系.基于福建Y机构的调研,指出市场化养老服务主体的行动逻辑要符合地方市场特点,在乡镇半市场环境下依靠基层政府的力量,实现关系的在地化、权力的合法化、管理的在地化、利益的在地化,与环境有机衔接,充分发挥主体性,从而获得可持续发展.
Abstract
The construction of market-oriented elderly-care service system is of great significance to improve the rural elderly-care service system.However,the subjects of market-oriented elderly care service are faced with a series of difficulties in the actual development,including the trust crisis under the lack of legitimacy and the management crisis under the balance of income and expenditure.The existing researches have ignored the advantages of market subjects,the influence of market characteristics of grassroots society on market sub-jects and the interaction between multiple subjects in the process of marketization.Based on the investigation on Y Institution in Fujian,it is pointed out that the action logic of market-oriented elderly-care service subjects should conform to the characteristics of the local market,rely on the grass-roots government in the semi-market environment,realize the localization of relations,rights,management and interests,organically connect with the environment,give full play to the subjectivity,and thus achieve a sustainable development.
