Empowering by Following the Trend:An Investigation into Chinese Path to Social Engineering for Poverty Eradication Based on the Poject of Poverty Eradication by Relocation in Lanping County,Nujiang Prefecture,Yunnan Province
Relocation for poverty alleviation is the"No.1"and landmark project of poverty alleviation.It is also the most difficult and resource-intensive special poverty alleviation project,and the primary-level government is the specific implementer of the national poverty alleviation and relocation project,and the governance resources and governance capacity at this level are the weakest in the whole gov-ernmental system.How the cadres at the primary level in China can turn their"weak positions"into"effective capacity"has become the key to the success of such a large-scale social project.Through field research conducted in Lanping County,Nujiang Prefecture,Yunnan Province,it was found that the cadres at the primary level have effectively transformed institutional advantages into governance efficacy in the social engineering practice of poverty eradication through empowering themselves by taking advantage of the trends,contributing to the world's poverty alleviation endeavor with Chinese solutions.
