The Logic and and Its Unfolding of Central and Local Power Allocation in Spatial Governance
Spatial governance is an important goal of ecological civilization construction in the new era,aiming to determine the governance tasks of different regions based on the leading function of space.In order to meet the institutional requirements of different Spaces,different tasks of central and local governments must be determined based on the spatial functions.For the spaces requiring strict control due to national strategy,the central vertical control should be strengthened to ensure the smooth completion of control tasks.For Spaces that need to be treated differently due to different functions,local enthusiasm and initiative should be guaranteed to achieve detailed governance.For the space that needs local joint governance due to functional correlation,coordination tasks between levels should be distinguished based on the principle of subsidiarity to promote local joint govern-ance.In the path of reform,we should promote the optimization of central and local power based on the idea of coordinating the allocation of spatial governance powers,legislative powers and organiza-tional powers,clarify the exclusive power of the central government for strictly controlled Spaces,strengthen the autonomous power of the local government for functionally heterogeneous Spaces,and set up the coordination power between layers for functionally related Spaces.
