The Transformation of Urban Community Governance from Structure to Process Construction:From the Perspective of Evolving Resilience
The resilient governance of urban communities is an important part of the moderniza-tion of national governance.With the continuous modernization of the national governance system and governance capacity,coupled with the real impact of major public crises such as the novel coro-navirus(COVID-19)epidemic,resilience governance is facing a new phased problem of misalign-ment between resilience building and public security crises.The evolutionary resilience of strong"social-ecological"memory,strong"self-organization"ability and strong"learning"structure has become an important theoretical direction to overcome the stage problem.Good evolutionary resili-ence can act on complex and dynamic social ecosystems,and can achieve transformation balance in the cycle of utilization,preservation,release and reorganization in four different stages,and estab-lish a resilient system with greater adaptability.Based on the principle of maintaining the sustain-ability of evolving resilience and combined with the current resilience governance practice,this paper analyzes the transformation path of resilience governance from structural construction to process con-struction from the above four stages,and specifically analyzes the mechanisms and practices for maintaining the sustainability of evolving resilience.It provides a reference for promoting community security system to get rid of disconnection and realize resilience evolution in different resilience de-velopment stages,in order to enrich the current resilience governance theory.
