学科类家教服务的准公共物品属性与准市场监管制度

在培训机构本位的校外培训监管思路下,教育培训市场正以私人家教形式转入地下.对私人家教行为进行有效监管应首先厘清其市场属性,而学科类和非学科类家教服务在市场属性方面存在本质区别.学科类家教服务是公共教育服务的自然延伸,在基础教育的公共性-市场性光谱中处于准公共物品定位.若对其采用自由市场监管机制易引发公共性保障方面的市场失灵,难以有效防范私人家教异化为优势群体的学业竞争工具,并催生群体间及城乡间的新型补习鸿沟.准市场化制度安排是对学科类家教服务进行有效监管的最优方案,可通过价格机制与供求机制维护家教服务的公共性底色,平衡好个体选择、教育规律和国家监管间的矛盾张力,并围绕"目标-主体-内容-手段"四要素构建监管体系.
Being Quasi-public Goods:The Nature and Regulative Approach of Disciplinary Private Tutoring
Under the institutional oriented regulatory approach of extracurricular tutoring,the shadow education market is shifting underground in the form of private tutoring.Effective regulation of private tutoring should first clarify its market attributes,while disciplinary and non-disciplinary tu-toring services have essential differences in market attributes.Disciplinary tutoring service are a nat-ural extension of public education services,positioned as quasi-public goods in the public-market spectrum of fundamental education.The free-market supervision approach leads to market failure in terms of publicity of education,and it is difficult to effectively prevent the alienation of private tuto-ring as a tool of academic competition for the dominant groups,as well as the new tutorial gap be-tween urban and rural areas.The quasi market-oriented institutional arrangement is the optimal plan for effective supervision of disciplinary tutoring.It can maintain the publicity of tutoring services,balance the tension between individual choices,educational spirits,and state supervision,and build a regulatory system around the four elements of"goal-subject-content-tool".
