Contextualized Mobilization:The Social Basis and Practical Logic of Farmers'Concentrated Living in the Perspective of Governance Transition
With the comprehensive implementation of the rural revitalization strategy and the deepening of new rural construction,challenges persist regarding governance and order in the living arrangements of farmers following their transition to aggregated living through initiatives such as"Vil-lage-Town Integration".It is crucial to thoroughly grasp the social foundation and practical rationale behind farmers'concentrated living through the lens of modern governance and fully understand the action strategies and practical mechanisms employed by stakeholders in mobilizing farmers for con-centrated living.This study proposes a contextualized mobilization analysis framework from the per-spective of governance transition,examining the practical logic of contextualized mobilization of farmers'concentrated living from dimensions such as mobilization subjects,mobilization strategies,and mobilization effects.The research reveals that the mobilization subjects of farmers'concentrated living exhibit diversified characteristics under different governance contexts,and the mobilizers and the mobilized switch roles across different mobilization pathways;mobilization strategies adopt a pragmatic approach,demonstrating hybrid characteristics in response to different mobilization needs;the social mobilization of farmers'concentrated living achieves the mobilization objectives while sim-ultaneously accomplishing the reproduction of governance structures and mechanisms.During contex-tualized mobilization,farmers'concentrated living represents the process of reconstructing village communities into urbanized communities and transitioning farmers into urban citizens.Therefore,breaking the binary"village-neighborhood"structure and reshaping a diverse social action system prioritizing governance capacity are pivotal for reconstructing modern community governance systems in concentrated living areas and transitioning towards regional governance communities during the comprehensive implementation of the rural revitalization strategy.
