The Construction of Regulatory Framework for Web3.0 Cultural Digital Assets:Foreign Models and China's Path
With technological advancements and the evolution of user demands,the global in-ternet is undergoing a transformation towards Web3.0,an emerging paradigm characterized by de-centralization,user sovereignty,data privacy,and artificial intelligence,among which cultural digit-al assets are becoming a significant component of the digital economy.To clarify the features of these new types of assets,protect the legitimate rights and interests of creators and consumers,and pro-mote the healthy development of cultural digital assets in the digital economy,it is imperative to con-struct a regulatory framework for cultural digital assets that is adapted to the Web3.0 environment.Based on research into the regulatory frameworks of digital assets abroad,it is found that countries are primarily exploring three types of regulatory models for technological innovations such as digital assets:prudential,categorical,and collaborative approaches.When constructing a regulatory frame-work for cultural digital assets in the Web3.0 era for China,the core principle should be to establish a regulatory objective based on serving the people,aimed at creating a favorable development envi-ronment for the creator economy.This regulatory system must adopt an inclusive and prudent atti-tude,accurately grasp the key aspects of cultural digital asset regulation,and focus on clarifying the grading and classification standards for trading platforms,defining the distribution and collaboration mechanisms of regulatory responsibilities,and the dual self-regulatory obligations of trading plat-forms,in order to foster the sustainable development of cultural digital assets.
