Coupling and Transcendence:Mechanism Innovation and Efficiency Enhancement of Party Building-led Governance at the Grassroots Level
This study,based on the paradigm of party-led social governance and the framework of structural-functionalism,regards structural coupling and action coupling as key variables affecting governance effectiveness,and proposes a coupled analysis perspective of party building leading com-munity governance.The study finds that the coupled synergy of party-led grassroots governance is a-chieved through structural level hierarchical construction,process level coupled mobilization,and behavior level"dual-track"cooperation,resulting in a dual governance system of bureaucracy and"super-bureaucracy"and an advanced governance mode beyond bureaucracy.In the coupled prac-tice,party building leads to the formation of a unified and decentralized governance system,a mini-malist governance system,and a wartime cooperative governance mechanism,promoting the modern-ization of grassroots governance system and governance capacity,helping to adapt to the complex governance environment in the risk society context and meet the diverse governance needs of society,and enhance governance effectiveness.Meanwhile,it is necessary to continuously strengthen the au-tonomy and leadership of the basic party organizations and build them into a solid battle fortress lead-ing grassroots governance to avoid falling into the traditional bureaucratic vortex or the traps of move-ment-oriented and strategic actions in the process of coupling.
