高等教育赋能新质生产力的核心机理与行动路径

摘要
新质生产力是以实现社会生产高质量发展、优质化运行为终端目标的一种卓异社会生产能力,高等教育是新质生产力的桥头堡、动力源与原发地.新质人才是新质生产力与教育强国事业的共同底座,新科技是教育事业赋能新质生产力的要道.建设新高教是新质生产力培育的内在要求,新高教一定是崇尚学术原创的学科圣地、重大科技问题的攻关者以及科技创新的跨界协同者.高等教育助力生产力提质的核心机理是:以新质人才培育为基点,以科技创新为介质,以高附加值产业孵化为末端,由此构成"新质人才培育—科技创新中转—优质产业孵化"的连锁性过程.高等教育赋能新质生产力的行动切入点是:强化高等教育人才培养、科研创造、服务产业的核心功能,助推我国生产力提质走上一条人才提质、创新提质、跨界提质协同并进的新轨道.
Abstract
The new quality productivity is a kind of outstanding social production capacity with the ultimate goal of achieving high-quality development and high-quality operation of social produc-tion.Higher education is the bridgehead,power source and origin of the new quality productivity.New quality talents are the common base of new quality productivity and the cause of strengthening education,and new science and technology is the main way of enabling new quality productivity in the cause of education.It is the inherent requirement of cultivating new quality productivity to devel-op new higher education.New higher education must be an academic highland advocating academic originality,a key researcher of major scientific and technological issues,and a cross-border collabo-rator of scientific and technological innovation.The core mechanism of higher education to help im-prove the quality of productivity is that it is based on the cultivation of new quality talents in which scientific and technological innovation are the medium,and high value-added industry incubation is the end,which constitutes a chain process of"new quality talents cultivation-scientific and techno-logical innovation transfer-high-quality industry incubation".The action entry point for higher educa-tion to enable new quality productivity is to strengthen the core functions of higher education person-nel training,scientific research and creation,and service industry,and help improve the quality of China's productivity to embark on a new track of talent improvement,innovation and cross-border quality improvement.
