摘要
数字赋能应急管理协同过程,将能更好地提升整体的应急效果.本文运用扎根理论对78起案例进行开放式、主轴式和选择式编码,提炼出情境输入、结构响应、机制运行和效能输出4个核心范畴以及12个主范畴.伴随突发灾害事件的情境输入,数字赋能后的应急管理协同结构响应表现为散点激活和网状共治,机制运行表现为主体互补、空间互嵌、制度互济以及行动互利,效能输出则主要体现在"优决策—保过程—重效果"三个阶段,数字技术通过决策智能化、执行精准化和反馈动态化促使不同阶段良性赋能效果的持续输出.
Abstract
Digitally enabling the emergency management collaborative process will better im-prove the overall emergency response effect.Grounded Theory was used to encode 78 cases in an open,spindle and selective manner,and 4 core categories of situational input,structural response,mechanism operation and effectiveness output and 12 main categories were extracted.With the situa-tional input of sudden disaster events,the response of the emergency management collaborative structure after digital empowerment is manifested in scattered activation and network co-governance,while the specific mechanism operation is manifested in complementary entities,spatial interembed-ding,mutual aid between institutions and actions.Mutual benefit,the efficiency output is mainly re-flected in the three stages of optimal decision-ensuring process-focusing on effects.Through intelli-gent decision-making,precise execution and dynamic feedback,the continuous output of positive en-abling effects at different stages is promoted.
