Goal Orientation,Division Criteria and Criminal Law Response for the Governance of Minor Offenses
In the context of China's modernization of the rule of law,effectively improving the level and effectiveness of social governance in the new era is the core theme and goal of the proposi-tion of light crime governance.There is no clear description of serious and minor crimes in China's criminal law,and the scope of minor crimes should be reasonably defined based on local law.The governance of minor offenses is a comprehensive treatment of both pre-existing and pre-existing offen-ses.Using statutory punishment as the basis for classifying minor offenses ignores the dynamic nature and practical needs of criminal governance.Therefore,the identification of minor offenses should be based on the declared or proposed declared punishment,in order to better align with the goal orienta-tion pursued by the governance of minor offenses.The governance of minor offenses in practice pres-ents a multidimensional approach,and in criminal law,it is necessary to achieve a coordinated bal-ance between appropriate punishment and governance.At the same time,it requires the integration of both internal and external aspects of criminal law,and to achieve efficiency improvement under the coverage of governance objectives through diverse means and comprehensive governance strategies.
