"Combine-Divide-Transfer"Mechanism:The Basic Mode of Knowledge Production of New Think Tanks with Chinese Characteristics:A Comparison with Western Think Tank Knowledge Production Mode
The Third Plenary Session of the 20th CPC Central Committee called for"improving the system of experts'participation in public decision-making".This points out the direction for the development of China's construction of a new type of think tank,and also puts forward higher re-quirements,and the construction of high-quality think tanks must pay attention to the system integra-tion and promote the"establishment of mechanism".Behind the specific work of think tank,it is necessary to study the underlying logic,operating mechanism and institutional mechanism of its knowledge production,which involve the basic model of think tank.According to the logic of"issue design-problem condensing-result application"of think tank knowledge production,the analysis framework of"governance structure-operation mechanism-policy empowerment"is constructed.The research finds that Chinese think tanks present the characteristics of"co-divide-transfer"in knowl-edge production,which is different from the"divide-divide-division"of western think tanks,high-lighting the Chinese characteristics and mode advantages of think tanks in the system and mecha-nism.To deepen think tank reform,it is necessary to adapt to the political,economic,social and historical environment,move forward the port of"cooperation"in the design of knowledge produc-tion issues,make the boundary of"separation"clearer in the condensation of problems,further broaden the channel of"transformation"in the application of results,and enhance the strength and sustainability of think tank development.
