The Cognitive Basis and Rule of Law Guarantee of the Chinese View of Ecological Security
The Chinese-style concept of ecological security is an ideology in the field of ecologi-cal security formed by the Communist Party of China(CPC)as a result of its profound theoretical re-flection on national security and the construction of ecological civilization in the new era.The bot-tom-line thinking of the CPC is the cognitive foundation of the Chinese-style concept of ecological se-curity,and in the context of ruling the country according to the law in a comprehensive manner,the transformation from political discourse to the legal system is the realization path of the Chinese-style concept of ecological security,so as to embody the unity of the bottom-line thinking and the thinking of the rule of law.The rule of law guarantee of Chinese-style ecological security concept should real-ize the modernization of harmonious coexistence between human beings and nature as the value goal,determine the boundary of ecological security through the ecological protection red line system,im-prove the ecological security risk prevention mechanism,and form a multi-party synergistic rule of law pattern at the legislative and legal implementation levels.The legal system should be constructed on the basis of the principle of"clear boundaries,preventive measures and strict compliance with the bottom line",so as to realize the practical requirements of bottom-line thinking in the rule of law on ecological security.
