摘要
数字风险管理作为一种新的方法,在应对复杂多变的灾害风险中展现出独特的优势.它强调数据驱动的风险预防,通过运用大数据、人工智能与物联网等技术,可以有效提高风险防范的精准性和智能化水平.与数字应急管理相比,它更加强调前端预防.可以说,正是借助数字技术,推动公共安全治理模式向事前预防转型才有可能成为现实.在这种意义上,数字风险管理和数字应急管理共同构成了数字化时代公共安全治理的两种基本形态.在现实中,数据驱动的风险管理作为一种方法已经展现出一种广泛的应用前景,形成了丰富的实践积累,这为后续的理论创新奠定了基础.因此,构建一个包含风险识别、监控、响应、协同及学习等核心环节的创新的数字风险管理的理论框架,才能在实践中为提升风险预防的效率提供更有效的理论参照.
Abstract
Digital risk management,as a new approach,demonstrates unique advantages in ad-dressing complex and variable disaster risks.It emphasizes data-driven risk prevention,leveraging technologies such as big data,artificial intelligence,and the Internet of Things to effectively enhance the precision and intelligence of risk prevention.Compared to digital emergency management,it fo-cuses more on proactive prevention.It is through digital technology that transforming public safety governance towards preemptive prevention becomes a reality.In this sense,digital risk management and digital emergency management together form the two fundamental modes of public safety govern-ance in the digital age.In practice,data-driven risk management has already shown a broad applica-tion prospect,accumulating rich practical experience,which lays the foundation for subsequent theo-retical innovation.Therefore,constructing an innovative theoretical framework for digital risk man-agement,encompassing core elements like risk identification,monitoring,response,collaboration,and learning,is essential to provide a more effective theoretical reference for enhancing risk preven-tion efficiency in practice.
