The Development of A Talent System Adapted to the New Quality Productive Forces:Theoretical Logic and Implementation Pathways
Currently,in the development of new quality productive forces in China,it is essen-tial to firmly grasp the core proposition that"talent is the primary resource".It requires deepening the reform of talent development systems and mechanisms,accelerating the establishment of a talent system that is in alignment with the development of new quality productive forces,and stimulating the innovative vitality of talent.Since the 18th National Congress of the Communist Party of China,the guidance of Xi Jinping's talent theory,the empowerment of human capital,the"Four-in-One"Talent Entity Driven Approach,and the catalytic support of the talent system have together formed a theoretical framework that is suited to the development of new quality productive forces.However,there are still some space for improvement in the institutional frameworks for the cultivation,intro-duction,utilization,and evaluation of top scientists,entrepreneurs,professional technical and skilled personnel,and administrative cadres within China's"Four-in-One"talent system.In the new stage of development,it is crucial to implement the spirit of the 20th Central Committee's Third Plenary Session regarding the development of new quality productive forces and talent work.With the development of new quality productive forces as the core,it is necessary to focus on top-level design and strategic planning of China's talent system,deepen reforms in talent development systems and mechanisms,further improve the systems for the cultivation,introduction,utilization,and evalua-tion of talent,and prioritize the construction of a talent system for top scientists,entrepreneurs,pro-fessional technical and skilled personnel,and administrative cadres,in order to foster the release of new talent-driven momentum in the development of new quality productive forces.
