The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to improve the mechanism of evaluating the contribution of production factors such as data by the market and determining remuneration based on contribution,clarifying the capital attribute of data.Data capital refers to the transformation of data resources into data assets,which become a source of monetization through market circulation and realize ultimate value.It is a new way of capital movement under the conditions of big data technology.The information transparency mechanism driven by data capital can transform the market from information asymmetry to information transparency,effectively reducing market blindness.Producers can produce and operate according to demand information to obtain excess data profits.Data capital,through the mechanisms of"gain"and"synergy",improves the level of productivity factors,optimizes the combination of production factors,and significantly enhances total factor productivity.It has become a generating factor of new quality productivity and injects new momentum into high-quality economic development.
