The right of discourse in cyberspace includes the leading power in the development of core technologies in cyberspace,the power to spread cyber culture,the moral appeal of cyberspace,and the power to formulate rules in cyberspace.With the logical chain of"emotional interpretation—consensus gathering—nstitutional protection",it realizes the interconnection of the"the Belt and Road"initiative at the emotional,cultural,policy and other levels.The"the Belt and Road"has provided a practice platform,discourse content,strategic issues and a beauti-ful prospect for the construction of network discourse power.We should focus on shaping the comm-unication power of online culture,improve the guidance of online public opinion,optimize the setting of network agenda,strengthen the construction of online cultural exchange pattern,and promote the unity of public knowledge and sentiment in countries along the"Belt and Road"to help build a community with a shared future for mankind.
