卫生健康改革政策结构分析及其演变特征
Structural analysis of healthcare reform policy and its evolutionary characteristics

摘要
以 2009-2023 年国家层面颁布实施的 554个与卫生健康改革密切相关的政策文本为研究对象,构建卫生健康政策二维分析框架,从政策结构及政策内容维度对卫生健康事业改革发展治理进行政策计量及内容分析.研究发现,卫生健康政策发文多部门协作网络逐渐完善,合作格局初步形成;以医疗为核心,医保、医药协同治理的趋势在卫生健康政策中得以体现,三医联动逐渐从各自内部治理到耦合协同,供给型政策工具为初期常用工具,而在改革深化和高质量发展阶段环境型政策工具运用较多.据此,从宏观层面、中观层面、微观层面进行反思,为今后政策制定提供参考.
Abstract
This research utilizes 554 policy texts relevant to the national health reform enacted from 2009 to 2023.It implements the bibliometric and content analysis methods by creating a two-dimensional analysis framework of health policy that encompasses the characteristics of policy structure and text content,to enhance the understanding of the reform,progress and governance of health undertakings.The study finds that the collaboration networks for multi-departmental collaboration in health policy are expanded with a distinct pattern of cooperation emerging.With the trend of healthcare being the central focus and integrating the three medical aspects(healthcare,insurance and pharmaceuticals),health policies have demonstrated the movement towards integrated control of medical insurance and medicine.The connection between the three medical services has shifted from their independent governance to mutually coordinated governance.Supply-oriented policy tools are typically invoked at the outset,while environment-oriented policy tools are employed more significantly in the process of advanced reform and high-quality development phases.Based on this,reflect on the macro,meso and micro level will provide reference for future policy formulation.
