Reconstruction of health work and primary-level social governance in the early period of the People's Republic of China:A perspective on epidemic prevention medical teams
Health work is an essential component of national governance and a key factor in maintaining national health and promoting economic growth and social stability.In the early days of new China,the new regime organized"epidemic prevention medical teams"to carry out health work at the primary level.Through the practice of"stimulating emotional identity(epidemic prevention and treatment),transforming ideology and culture(educational advocacy),strengthening the team system(cadre training)and stabilizing social order(organization construction)",it has facilitated the national power shift to the grassroots level,and ensuring fully guarantee for the reconstruction of social governance at the primary-level.From the perspective of the work conducted by the epidemic prevention medical team,health work has contributed to the reconstruction of primary-level governance in the following ways:the establishment of relationship-oriented governance at the conceptual governance level,the generation of endogenous motivation at the technical governance level,the promotion of political identity at the emotional governance level,and the shaping of modern concepts at the cultural governance level.
