Chinese Modernization from a Demographic Perspective:Conceptual Extension and Policy Dimensions
The notion that"Chinese modernization is modernization with a large population scale",as stated in the 20th National Congress of the Communist Party of China,is a significant proposition.It reflects the fundamental adher-ence to the historical materialist view that"historical activity is the activity of the masses"and highlights the intrinsic value position that Chinese modernization is,at its core,the modernization of"people".By tracing the concept of"mod-emization"within the Chinese context and depicting its dynamic dimensions,we can comprehensively present popula-tion modernization as a core aspect of Chinese modernization and as its human resource foundation,from the perspective of conceptual linkage and generation.Following a theoretical policy research framework,this study offers a multidimen-sional analysis of Chinese modernization from a demographic perspective,identifying the challenges and opportunities across population dimensions-such as scale,quality,structure,and urban/rural or regional distribution.Accordingly,it suggests corresponding policy frameworks and their structural dimensions.
