变革型领导如何影响公共危机学习行为?——基于98篇重大事故调查报告的实证研究

现代风险社会背景下,变革型领导是应对新风险和高危机压力以及提升危机学习效果的关键要素.本文基于98篇重大事故的调查报告,采用LDA主题模型构建变革型领导指数,实证检验了变革型领导如何对危机学习行为产生影响.研究结果表明,变革型领导通过行政问责机制促进组织学习行为,媒体关注度正向调节了变革型领导与行政问责的关系,表现为被调节的中介作用,并据此提出以变革型领导激发利他动机,提升危机学习型组织的战斗力;依托变革型领导构建高效的危机沟通团队,主动回应媒体关注,把握舆论的主动权等对策建议.
How Does Transformational Leadership Influence Public Crisis Learning Behaviors?An Empirical Study Based on 98 Major Accident Investigation Reports
In the context of modem risk society,transformational leadership is a critical factor in addressing new risks,managing high crisis pressures,and enhancing crisis learning outcomes.This paper analyses 98 major accident in-vestigation reports,using an LDA topic model to construct a transformational leadership index and empirically test the impact of transformational leadership on crisis learning behaviors.The results indicate that transformational leadership promotes organizational learning behaviors through administrative accountability mechanisms.Media attention posi-tively moderates the relationship between transformational leadership and administrative accountability,acting as a mod-erated mediation.Based on these findings,the paper recommends strategies such as leveraging transformational leader-ship to inspire altruistic motivation and strengthen crisis-learning organizations;building efficient crisis communication teams under transformational leadership to proactively respond to media attention and grasp the initiative of public opin-ion.
