The Generative Logic and Mechanism of Government Data Sharing:Concept Definition,Theory Explanation and Prospect
Globally,the sharing of government data has emerged gradually along with the fragmentation of government functions,reforms in public management,and the government informatization.According to public choice theory,the process of government data sharing is a game of interests between two sharing parties,and the game process is influenced by the interaction of multiple factors such as power-responsibility norms,leadership support,transaction costs,sharing philosophy,and data secur-ity risks,which in turn affect the sharing preferences and strategy choices of both parties.Institutional collective action theory suggests that organizational structural characteristics,social relationship networks,institutional rules,and data attributes deter-mine the types of transaction costs and cooperative risks of government data sharing,which further influence the expectations of cooperative members on net benefits.Holistic governance theory suggests that organic coordination and integration of policies,structures,cultures and technologies among government departments are preconditions for effective data sharing,while trust building helps to create and maintain inter-organizational relationships and reshapes the social and organizational factors in data sharing.In conclusion,government data sharing is a dynamic and complex interactive process.In the future research,it is nec-essary to further strengthen the definition of the connotation of government data sharing,the dynamics and horizontal comparison of government data sharing,the promotion strategies and implementation paths of government data sharing,and the performance evaluation of government data sharing based on different dimensions.
