Public Entrepreneurship from the Perspective of Personal Traits:Based on the Empirical Data from National Excellent County Party Secretaries in 2015
Public entrepreneurship is concerned with the process of introducing innovation into the public sector,invol-ving both innovative activities and public entrepreneurs who advocate and implement innovations.An important aspect of researc-hing entrepreneurship is describing personal traits as a factor in achieving innovation.Through the text analysis of the deeds re-ported from 102"Excellent County Party Secretaries in 2015",this paper finds that the excellent county party secretaries show four characteristics of public entrepreneurs:value orientation,ideal faith,personality trait and behavior trait,which not only helps to explain the individual public entrepreneurship driven by the mission of the Communist Party of China,but also gives in-spiration to the cultivation and encouragement of innovative leading cadres in the new era:further strengthening the political ori-entation of the local leading cadres;giving reasonable guarantees and correct incentives at institutional level for local and grassro-ots innovations;nourishing the public entrepreneurship through inheriting and carrying forward the of Chinese Communists spirits.
