The Basic Logic and Optimization Paths of Dynamic Adjustment of Central-local Relations under the New Governance Concept
Bettering off the relations between the central and local governments is one of the important contents for China to promote the modernization of its national governance system and governance capacity.With the increasing complexity of inter-nal and external environments and the constant changes in governance concepts,it is necessary to clarify the responsibilities be-tween the central and local governments but reserve some flexible space,so that central and local relations can be dynamically ad-justed in response to changing circumstances.Existing studies mainly focus on static institutional analysis,such as principal-a-gent relation,interest game relation,and cooperative governance relation,while neglecting either to examine the basic logic of dynamic adjustment or to grasp the optimization direction of central-local relations.Clarifying the dominant position of the central government,balancing the certainty and ambiguity of goals and tasks,and limiting the self-interest of local governments can be taken as the basic logic for clarifying the dynamic adjustment of central-local relations at the current stage.For the dynamic ad-justment of central-local relations to cope with the current and the future complex situations,the optimization paths conclude strengthening the vertical management system to a limited extent,designing a flexible government responsibility system,and building a type of partnership intergovernmental relation,which can help to provide assistance in promoting the modernization of governance system and governance capabilities.
