How to Better the Resilience of Urban Community Governance——An Empirical Study from the Perspective of Network Governance
The construction of resilient urban communities is key for advancing the modernization of municipal social gov-ernance in response to the challenges of complex and risky societies.Existing research has identified,described,and analyzed the common factors that are influencing the construction of resilient urban communities,but has not fully noticed the differentials in the actual influence of these common factors across different cities and communities.Starting from such a research point,em-ploying the theory of network governance,using the questionnaire surveys in some communities in City H as a data source to quantitatively assess the influence degree of 10 common factors on constructing resilient communities.This study finds that six factors,including power and responsibility boundaries,organizational trust,information sharing,public participation,market maturity,and policy support,have significant positive impact;while the other four factors,including cooperative attitude,coop-erative capacity,value synergy,and system complexity,have no significant impact.
