How Local Governments Select the Task Excution Strategies:Co-evolution of Context,Strategy and Performance——A Case Study Based on Town A
The change of task context is often used to explain why local governments change their strategies in executing a task.However,it has not been fully discussed why the task context would change or why it changes during the task process?Based on the theory of performance gap and feedback,this research constructs a theoretical framework of"context-strategy-per-formance"for the local tasks execution,and analyzes the dynamic evolution process of task context,action strategy and task per-formance.It is found that the context change in the process of executing local tasks is affected by task performance,and the gen-eration and feedback of performance gap drive the co-evolution of"context,strategy and performance".However,as for promo-ting the performance of executing local tasks,the performance gap and feedback have two sides effects,when providing a visual reference for execution data,it also easily tends to get bogged down in an implementation quagmire of paying more attention to the result than the process.
