Democracy is a common value of all mankind and an important concept that the Communist Party of China and the Chinese people have always adhered to.During the Anti-Japanese War,the CPC promoted the establishment and improve-ment of the Anti-Japanese democratic regime in the Shaanxi-Gansu-Ningxia Border Region through democratic election in line with the historical trend.Faced with complex domestic situations and grassroots realities, the border region began implementing the"three-three system"democratic elections in 1941.This not only safeguarded the interests of various parties and factions, but also consolidated the leadership of the Party. In the practice of democratic elections in 1941,the conspicuous characteristics were the propaganda of the election, the launching of election campaigns, the comprehensive implementation of the"three-three system"policy, and the criticism and suggestions of the government. After the completion of the universal suffrage, the people's a-bility to participate in and discuss state affairs has been markedly enhanced, the grassroots political power has been gradually im-proved,the quality of the cadre team has been enhanced, and the relations between various political parties have been adjusted.
