The Regulations and Characteristics of Social Relief in Beiping during the Republic of China Period(1928-1937)
During the ten years from 1928 to 1937,with the construction of a unified municipal management system in Beiping,a unified administrative system of social relief has also been established in Beiping,laying a solid foundation for the im-plementation of social relief laws and regulations.The social relief administration is also inseparable from the relevant legislative norms and the implementation of laws and regulations.According to the relevant provisions of the"Special Municipal Organiza-tion Law"and the"Municipal Organization Law",the Beiping Municipal Government has formulated and promulgated a series of social relief laws and regulations,so that the social relief administration"has a law to follow".During this period,the Beiping Municipal Government formulated special and unified laws and regulations on the management of relief organizations,established laws and regulations on disaster prevention and reduction on the basis of the actual conditions of the city,and strengthened the supervision and management of non-governmental charities and charitable organizations through legislation.The construction of social relief laws and regulations in Beiping has made great progress.Through the implementation of laws and regulations on the social relief,the municipal government participates in and manages social relief undertakings in accordance with the law and it has been gradually brought into the track of unified municipal management.
