Local Knowledge and Grassland Conservation:Reflections on the Contemporary Significance of Local Legal Resources——A Case Study of Kazakh and Tajik Ethnic Groups as Examples
Adhering to the grassland ecological protection and safeguarding their unique ecological functions is a funda-mental prerequisite for achieving rural revitalization and common prosperity in ethnic areas. In order to promote the revitalization of grassland pastoral areas, the construction of ecological civilization is particularly important. This cannot be achieved without the exploration and innovative utilization of the traditional legal culture of nomadic ethnic groups. The ecological protection legal culture of traditional nomadic ethnic groups is rooted in the grasslands, and is a set of cultural and ecological knowledge system formed by the long-term interaction and co-construction between the vast number of herders and the extremely uneven distribu-tion of resources in the arid grassland ecology, where humans and nature coexist harmoniously. In the process of modernizing grassland ecological governance,we should make full use of local resources with ethnic and local characteristics, explore and pro-mote their inherent legal value, and on this basis, achieve integration and co-governance with official national laws, make up for the shortcomings of traditional legal systems in grassland ecological governance, improve the legal system for ecological environ-ment protection, and expand the diversified models of ecological governance legalization.
