Primary-level party organizations and property management enterprises both play important roles and serve key functions in the context of community governance.The generation mechanism of collective action,in which Party organizations lead property management enterprises and guide the positive interactions among multiple governance entities,is a significant issue in the exploration of primary-level governance innovation.From the perspective of rational choice theory,examining the logic be-hind the leadership of collective action reveals that individual preference serves as the initial triggering factor for collective action leadership,while value rationality,responsibility norms,institutional norms,and reciprocity norms are the activating factors that aggregate group actions.The interaction of internal and external factors generate the logic of primary-level party organizations leading property management enterprises in collective action.
