基层社会治理共同体构建既是一个受公共价值引导的过程,又是一个公共价值共同创造的过程.城市基层社会治理共同体背后蕴含着"强国家强社会积极居民"的结构关系;结构赋予多元参与者的角色和职责使其能在基层社会治理共同体构建过程中发挥作用;基层社会治理共同体构建是结构重塑和公共价值共同创造的过程,是一个结构趋于稳定和谐的螺旋式上升过程;结构、过程、价值三者的互构过程综合体现了基层社会治理共同体构建的基层逻辑、效率逻辑、政治逻辑与合法性逻辑.结构、过程、价值三者互构共同助推城市基层社会治理共同体构建的实现.
Abstract
The construction of a community of primary-level social governance is both a process guided by public value,and a process of co-creating public value.The urban primary-level social governance community contains a structural relation-ship of"strong state,strong society,and active residents".Such a structure assigns roles and responsibilities to diverse partici-pants,enabling them to contribute to the construction of the primary-level social governance communities,which produces either a process of reshaping the structure and co-creating public value,or a spiral upward process where the structure tends towards stability and harmony.The inter-construction of structure,process,and value collectively reflects the primary-level logic,effi-ciency logic,political logic,and legitimacy logic in the construction of urban primary-level social governance communities.The mutual construction of structure,process,and value jointly promotes the realization of urban primary-level social governance communities.
