摘要

自2016年发布了关于优化建设工程防雷许可的决定以来,内蒙古自治区雷电防护装置检测市场存在恶意竞争和不规范运行等现象,同时存在监管观念滞后、监管手段单一、监管力量薄弱、监管威慑力不足等问题.文章通过对雷电防护装置检测市场现状的分析和研究,结合内蒙古自治区的实际情况和气象部门管理的工作经验,通过推动行业主管部门不断完善体制机制、创新监管方式、加大监管力度、优化服务和行业自律等方式,逐一的解决目前存在于监管中的难题和问题,给出规范市场行为的方法和建议,最终达到健康、规范运行的目的.

Abstract

Since the decision on optimizing lightning protection permits for construction projects was issued in 2016,there has been malicious competition and non-standard operation in the lightning protection device detection market.At the same time,there are problems such as outdated regulatory concepts,single regulatory measures,weak regulatory capabilities,and insufficient regulatory deterrence.The current situation of the lightning protection device detection market was analyzed and studied,combined with the actual situation in Inner Mongolia Autonomous Region and the management experience of meteorological departments.By promoting the continuous improvement of institutional mechanisms,innovative regulatory methods,increased regulatory efforts,optimized services,and industry self-discipline by industry regulatory authorities,the current difficulties and problems in regulation were solved one by one,and methods and suggestions for regulating market behavior were provided,ultimately achieving the goal of healthy and standardized operation.
