Integrated Urban-rural Development:A New Spatial Governance Issue in the Process of Urbanization in China and Its Promotion Pathways
Since the reform and opening-up,the Chinese government has implemented adminis-trative division adjustments such as abolishing regions to establish prefecture-level cities,merging re-gions with prefecture-level cities,abolishing counties to establish county-level cities,abolishing coun-ties(or county-level cities)to establish urban districts,adjusting urban districts,abolishing and mer-ging townships,and placing counties(or county-level cities)under the administration of prefecture-level cities.By utilizing various policy instruments for urban and regional spatial governance,the gov-ernment has leveraged the expansion and reconstruction of urban space to stimulate urbanization,which can propel economic and social development as well as modernization.The integration of urban-rural development is an inevitable requirement of Chinese path to modernization,serving as a crucial avenue for advancing new-type urbanization in a coordinated manner.It has emerged as a new spatial govern-ance issue in the process of China's urbanization.Based on this,it is imperative to conduct in-depth ex-plorations into the multiple logics and promotional pathways of integrated urban-rural development,which is of great significance for bridging the urban-rural development gap and achieving common prosperity.
