Study on the Network Structure and Action Path of Local Government Collaborative Governance——Evidence from the Xin'an River Basin
Regional collaborative governance can cross traditional administrative boundaries to ad-dress regional public issues and provide regional public goods,which is an important mechanism for ad-vancing the construction of a beautiful China and improving the ecological environment governance sys-tem.The Xin'an River Basin is the first pilot for a cross-provincial river basin ecological compensation mechanism in China,providing a typical case for studying the local government collaborative govern-ance.In the process of outlining the development process of collaborative governance in the Xin'an River Basin and conducting a mechanistic analysis of the structure and action of the basin's collaborative gov-ernance network,it was found that vertical intervention is the primary driving force behind the basin's collaborative governance.However,after the vertical intervention withdrawn,horizontal collaboration among local governments becomes the main reason for the continued improvement of collaborative gov-ernance.In this process,the network structure of the Xin'an River basin's collaborative governance e-volved from a Network Leadership Organization(NLO)to a Restricted Network Administrative Organi-zation(RNAO),and the effectiveness of collaborative governance in the basin has been synchronously improved.The two—way interaction between collaborative governance actions and effects is conducive to enhancing the adaptability,stability,and sustainability of collaborative governance in the basin.The article suggests that to further promote collaborative governance in river basins,timely vertical interven-tion,enhanced horizontal collaboration,and the promotion of multi-stakeholder participation are nee-ded.
