High-level opening-up is one of the key goals of construction of Chinese path to mod-ernization.Advancing high-level opening-up is not only an inevitable choice for the evolution of global value chain division but also an objective requirement to adapt to economic globalization and the rapid de-velopment of science and technology.China's opening-up has undergone a development trajectory from partial opening-up to institutional opening-up,revolving around the open economic system and the construction of an integrated three-dimensional open pattern based on open space,structure,and dy-namics.Standing at the strategic overall situation of the great rejuvenation of the Chinese nation and the historical new position of the once-in-a-century global changes,China's opening-up faces the dual challenges of external environmental uncertainty and changes in internal development conditions.It is necessary to seize the major strategic opportunities of the global economic governance system reform,connect with and even lead international high-standard economic and trade rules,steadily expand insti-tutional opening-up,and build a new open economic system.It is essential to promote efficient connec-tion between domestic and foreign markets,coordinate land and sea as well as east and west,expand new open economic space;deepen the opening of the service industry and manufacturing sector,vigor-ously develop cross-border e-commerce,optimize the new structure of the open economy;accelerate the shift from factor and investment-driven to innovation-driven,stimulate new kinetic energy for the open economy,thereby optimizing the integrated three-dimensional open pattern,reshaping the new advantages of opening-up,and promoting high-level opening-up.
