摘要
当代中国城市体系规模结构演变从以小城市快速发展为主导转向以中型城市快速增长为主，在城市行政层级体系变化上，建制市、镇均有增长；在城市体系规模结构变化上，从“数量增长”转为“规模扩张”。为此，文章提出了发展“超密城市群”的构想，作为实现人口与城市、大中小城市协调和谐发展的城市化模式。在这一模式下，大城市应重点提升其主导性和中心作用，促进自身的内生性增长；中小城市要重点通过增强其人口吸纳功能，促进中小城市的规模扩张与完善；积极探索合理城市体系规模结构的形式等。
Abstract
Currently, the structural evolution of cities in China has transformed form rapid development of small cities into fast growth of medium-sized cities. In terms of administrative levels, the numbers of organic cities and towns have been increasing. In terms of size, cities have been laying more emphasis on scaling extension than numeral extension. This paper suggests some mechanism designs for cities and towns to achieve coordinated development, and proposes an idea called “ultra-dense urban agglomeration”. With these efforts, the author hopes that it will be a worth-learning mode to achieve the coordinated development of cities and towns in China.
