"双碳"目标下环境信息公开的"双重红利"效应研究——来自长江经济带的例证

环境信息公开是我国现代化环境治理体系改革的重点领域,也是政府监管、企业自律、社会监督等制度建设的重要立足点,对我国"多元共治"环境治理体系产生了深刻影响.从公众参与、污染治理、技术创新和制度环境等视角系统阐释了环境信息公开的"双重红利",并基于长江经济带相关数据进行验证,主要结论如下:(1)长江经济带环境信息公开具有显著的双重红利效应,这种效应在不同地区存在异质性,并存在一定的空间效应;(2)长江经济带环境信息公开对碳排放存在抑制效应,同时碳排放约束政策对环境信息公开具有调节效应;(3)环境信息公开有助于实现长江经济带经济与环境两大系统之间有序的协调统一;(4)长江经济带环境信息公开能够通过技术创新、公众参与、环境治理和制度环境等中介机制实现双重红利效应.这些结论为长江经济带环境治理体系建设、经济高质量发展等提供了经验证据.
Abstract
Environmental information disclosure is the key field of China's modern environmental governance system reform and the important foundation of public participation in environmental governance,enterprise self-discipline and soci-etal supervision,impacting heavily on the mechanism of co-governance by plural entities.The double-dividend effect is explained from perspectives of public participation,pollution treatment,technological innovation and system environment,which is verified with relative data from Yangtze River economic belt,the following findings are made:Firstly,environ-ment information disclosure in the Yangtze River Economic Belt has a conspicuous double-dividend effect,which varies between areas and enterprises,a certain spatial effect also found;Secondly,environment information disclosure in the Yangtze River Economic Belt has an inhibitory effect on carbon emissions,and carbon emission constraint policies have a moderating effect on environmental information disclosure;Thirdly,environmental information disclosure helps to realize the orderly coordination and unification between economic and environmental systems;Fourthly,environmental information dis-closure in the Yangtze River Economic Belt can achieve the"double-dividend"effect through intermediary mechanisms such as technological innovation,public participation,environment treatment and institutional environment.This study pro-vides empirical evidence for the construction of environment treatment system and high-quality economic development in the Yangtze River Economic Belt.
